If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
Candidates are ranked in the pool based on a score awarded under the CRS that considers factors such as age, education, skilled work experience and proficiency in English or French and then picked up in subsequent Canada Express Entry Invitations draw.

The Express Entry manages the pool of candidates for three of Canada’s main skilled labour immigration categories — the Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class.
A job offer is not required in order to be eligible for an Express Entry invitation to apply (ITA), though additional CRS points are awarded if a candidate has one.
In the last express entry invitations draw, Government of Canada issued 3,900 Express Entry invitations held in starting of March.
A provincial nomination results in an additional 600 CRS points and effectively guarantees an invitation to apply for Canadian permanent residence.
